Starter is an application designed to help users who want to change the settings of their start up scheme. Many applications can be featured here but not all of them are actually useful. There might appear different tools which grant themselves the right to launch along with the operating system while providing no useful features at all.

Starter has a simple interface and upon launching it, the tool will take a couple of seconds to display all of the apps that are present in the boot scheme of the computer. Each of them has the path and other elements added on different columns in the list view. Users can then spot the tools which are useless for the boot process and can take them down.

Starter requires users to disable or remove apps from the boot process in order to speed up the computer. A delay function is also applicable and users can easily put it to work in order to simply delay apps from starting along with the operating system. This way, apps do not have to be completely put off by the tool, but they can simply be delayed for a minute or so, until the system has properly booted.
